Implementation Plan of the “Application-Assessment” System for Doctoral Candidate Admission of the School of Arts and Communication

 

In order to implement the spirit of the National Conference on Graduate Education, further deepen the comprehensive reform of graduate education and teaching, gradually improve the doctoral candidates admission system, establish a scientific and fair admission and selection mechanism, improve the quality of postgraduate admission, and cultivate top-notch innovative talents, the School comprehensively implements the “Application-Assessment” system to select outstanding students for doctoral degree. With reference to the implementation plan of “Application-Assessment” system for doctoral candidates admission of the University [DAYF [2020] No. 43], the specific admission program of “Application-Assessment” system of our School is as follows:

I. Application conditions

(I) Citizens of the People’s Republic of China, who support the leadership of the Communist Party of China, have good moral character and abide by discipline and law;

(II) The applicants are full-time or part-time graduates with double certificates (including fresh and previous graduates). The fresh graduates should have completed all the courses for master’s degree with excellent results, and the previous graduates’ comprehensive rating of master’s dissertation should be good or above. At the same time, the graduates should be from the double first-class university construction universities or double first-class discipline construction universities, or scientific research institutions, or overseas first-class universities or overseas first-class disciplines, or the major is of class B (B- included) or above in the Fourth Round of National Discipline Assessment;

(III) The first degree must be a full-time undergraduate with a bachelor’s degree;

(IV) Foreign language ability must reach CET-4 or above, or IELTS ≥ 6.0 or TOEFL ≥80, or have published professional academic papers in high-level English journals as the first author, or have translated and published academic works as the first translator with no less than 10000 words;

(V) The applicants should have strong interest in scientific research, outstanding scientific research ability, strong innovation consciousness, innovation ability and professional ability. Priority admission will be given to those who have published T4 or above academic papers (as the first or second author) in the journals relating to the discipline, specialty or similar research fields, or obtained the invention patent as the first inventor, or have obtained the scientific research achievement award (ranking top five) related to the discipline applied for examination at provincial or ministerial level or above;

(VI) Be physically and mentally healthy, meeting the physical examination standard of college admission;

II. Application materials

(1) Copy of ID card.

(2) Copies of master’s academic certificate and degree certificate as well as relevant supporting materials of student’s status and education, and the details are as follows:

① Fresh graduates: postgraduate certificate; “Student Status Online Verification Report of the Ministry of Education” (Registration and application on China Higher Education Student Information Network);

② Master's degree holders: “Online Verification Report of Qualification Certificate” or “Verification Report of Degree Certificate”

③ Master’s degree obtained abroad: “Certificate of Foreign Academic Degree” issued by Chinese Service Center for Scholarly Exchange.

(3) Undergraduate graduate certificate, bachelor’s degree certificate.

(4) Master’s Transcript (The graduate students should visit the Training Department of the Graduate School of the University and affix the official seal. The on-the-job personnel should copy from their personal files and affix the official seal of the personnel department).

(5) Certificate of foreign language proficiency (CET4-6; TOEFL; IELTS; WSK, etc.).

(6) Evidence of certificate of award, published academic papers, patents, monographs and other original research results.

(7) Mater’s dissertation: those who have obtained master’s degree shall introduce the summary and innovation, and the fresh graduates shall introduce the opening report and research progress of the dissertation.

(8) Self-assessment and the scientific research program for doctoral study (3000 words).

(9) Letters of recommendation from two professors related to the applied subject.

III. Assessment contents and requirements

(I) Background assessment

1. The admission unit should set up a team composed of at least three experts to assess the candidates’ ability to comprehensively use the knowledge they have learned, their scientific research and innovation ability, their mastery of the frontier fields and the latest research trends, and evaluate their basic quality, scientific research potential and innovation ability according to their application materials, and then the team shall give background evaluation results and issue written evaluation opinions. The admission unit shall formulate the background assessment criteria, and those who are not qualified shall not enter the next link. The score of background assessment is 100 points system.

2. Based on the basic intention of the supervisor, the list of candidates entering the re-examination stage will be determined according to the score and the difference ratio, and will be published on the website of the admission unit.

3. The candidates who disagree with the material assessment result can apply to the admissions office of the School for review. Candidates should be responsible for the authenticity of the submitted materials, and the papers published in the submitted materials must abide by the academic ethics. If it is found that any behavior does not conform to the academic ethics, the school will cancel the application qualification or admission qualification or student status.

(II) Professional assessment

It mainly assesses the professional basic theory and professional knowledge of the subject, and tests the candidates’ professional quality and scientific research ability. The assessment adopts written examination, and the score is given in 100 points system.

(III) Comprehensive interview assessment

The admission unit shall set up an interview assessment team composed of at least 5 experts, and each assessment expert shall independently judge and score. The candidates can adopt PPT report or on-site defense, with the time not less than 20 minutes. The admission unit shall formulate the comprehensive interview criteria, and those who are not qualified shall not be admitted.

1. In principle, the difference assessment shall be implemented, and the difference ratio shall not be less than 120%, which shall be determined according to the actual situation of the year.

2. Comprehensive interview assessment is mainly a comprehensive evaluation for candidates by the professional assessment team of various disciplines. Comprehensive interview assessment includes two parts: foreign language proficiency assessment and comprehensive quality assessment. Foreign language proficiency assessment accounts for 20%, and comprehensive quality assessment accounts for 80%. Foreign language performance, comprehensive quality assessment score and comprehensive interview assessment score are all in 100 points system. Foreign language proficiency assessment mainly focuses on the oral expression ability, professional literature reading and translation ability. Comprehensive quality assessment mainly investigates students’ ideological and political quality and moral character, discipline background, professional quality, academic level, scientific research ability, innovation potential and so on. Interview interactive question and answer, or interview interactive question and answer + written test shall be adopted.

3. The time, place and content of the examination shall be subject to the re-examination program published on the website. Please check the notice of the website at that time

IV. Admission and information disclosure

1. The admission unit shall determine the list of candidates to be admitted based on the candidates’ background assessment results, professional examination results, comprehensive interview result, ideological and political quality and moral quality assessment result, in combination with the admission program of the School and the supervisors’ admission program, and in accordance with the principles of comprehensive measurement of morality, intelligence and physique, selective admission, ensuring quality, and quality over quantity. The list of candidates to be admitted will be publicized on the website of the admission unit for 10 working days.

2. In the proposed admission stage, for doctoral students in non-oriented employment, our university will conduct comprehensive review of the candidates’' personnel files. Those who fail to go through the file transfer procedures or fail to pass the review will be disqualified from admission.

3. In case of any of the following circumstances, doctoral admission qualification will be canceled: ①The application materials provided by the examinee are inconsistent with the facts. ② Failing to pass the examination of ideological and political quality and moral assessment. ③Failing to pass the physical examination.

V. Admission category

The admission is divided into oriented employment and non-oriented employment

1. Before admission, the oriented doctoral candidates should sign the oriented employment agreement with our university and the unit they belong to. After graduation, they will be employed according to the oriented employment agreement. The tuition and living expenses during the period of study shall be settled through negotiation with the original work unit.

2. The non-oriented doctoral candidates must transfer all personnel files and wage relations to our University for full-time study. Upon graduation, they can choose their own jobs and handle the dispatch procedures according to relevant employment policies of the state and the University. The fresh graduates should transfer their personal files to our University prior to entering school, and the master’s degree holders should transfer their personnel files and wage relations to the university before admission.

VI. Tuition and grants

Tuition: full-time non-oriented candidate: 10000Yuan/person.year, full-time oriented candidate: 28000Yuan/person.year.

Grants: Please refer to the regulations of China University of Geosciences (Wuhan) on the administration of doctoral student grants (DDXBF [2018] No. 33).

VII. Information disclosure and supervision

1. In accordance with the principle of “openness, fairness and impartiality”, the graduate school and admission units will publish the relevant instructions, assessment procedures, re-examination list and the proposed admission list on the website.

2. The graduate admission office and relevant departments of the University will supervise the graduate admission of each admission unit. In case of any dispute arising in the process of admission, the applicant may appeal to the unit; if there is still any dispute, he/she may appeal to the admissions office of the graduate school.

VII. Related instructions

1. Candidates studying abroad must obtain the degree certificate and be certified by the Chinese Service Center for Scholarly Exchange.

2. The supervisor signs the letter of responsibility for admission, if the doctoral student to be admitted gives up the admission qualification, the supervisor’s admission quota of the next year will be reduced correspondingly;

3. The doctoral candidates to be admitted shall sign a letter of integrity, once they give up their admission qualification subjectively, they will be included in the dishonest list and published.
