Reprinted from CUG News (Reported by Sun Yanqin and Wang Junfang) On the morning of July 8, the 13th Congress of the Communist Party of China (CPC) of China University of Geosciences (Wuhan) was grandly opened at Hongyi Hall of Nanwangshan Campus. Huang Xiaomei, secretary of the Party Committee, on behalf of the 12th Committee of the Communist Party of China (CPC) of China University of Geosciences (Wuhan), made a work report entitled “Forge ahead and continue to break new ground to accelerate the construction of an internationally renowned research university in geosciences”.
This Party Congress is an important meeting held during the critical period when all the teachers and students of the university are thoroughly studying and implementing the spirit of the 20th National Congress of CPC, China is building a modern socialist country in all respects, embarking on a new journey to realize the second centenary goal, and sounding a clarion call of accelerating the construction of a strong power in education.
The theme of the congress: Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th National Congress of CPC and the decisions and arrangements of the 12th CPC Congress of Hubei Province, inherit and carry forward the fine school running tradition, implement the fundamental task of cultivating virtues and morality, forge ahead and continue to break new ground, and accelerate the construction of an internationally renowned research university in the field of earth sciences with a higher level of openness, a deeper level of reform, and a higher quality of innovation, in order to make new contributions to the construction of a strong power in education and to comprehensively promote the great rejuvenation of the Chinese nation with Chinese modernization.
Wang Yanxin, deputy secretary of the Party Committee and President of CUG, presided over the Opening Ceremony and the First Plenary Session of the 13th Congress of the Communist Party of China (CPC) of China University of Geosciences (Wuhan).
Leaders and guests attending the conference included Zhu Baojiang, deputy director of the Personnel Department of the Ministry of Education, Wang Fajian, member of the Organization Department of the CPC Hubei Provincial Committee, Zhang Xingping, full-time deputy secretary of the Education Working Committee of the CPC Hubei Provincial Committee and member of the Party Group of the Hubei Provincial Department of Education, Lei Yalin, secretary of the Party Committee of China University of Geosciences (Beijing), Liu Yongsheng, deputy secretary of the Party Committee and President of Yangtze University, Ren Yingkun, deputy leader of the Eighth Touring Guidance Group for the Theme-focused Education of Colleges and Universities under the Ministry of Education, and Xie Shoucheng, the liaison officer of the Party Building Work of Colleges and Universities under the Ministry of Education.
Those seated on the podium also included Qiao Zhiqiang, director of the Organization Division of the Hubei Provincial Department of Education; Xu Yang, deputy director of the Cadre 5 Division of the Organization Department of the CPC Hubei Provincial Committee; and Duo Hongyu, member of the Standing Committee of the Party Committee of China University of Geosciences (Beijing).
Former university-level leading cadres, non-elected party-member division-level officials, and candidates for “Two Committees” were invited to attend the conference. Representatives to the National People’s Congress and members of the Chinese People’s Political Consultative Conference, representatives to the Hubei Provincial People’s Congress and members of the Hubei Provincial Committee of the Chinese People’s Political Consultative Conference, leaders of the democratic parties of CUG, and non-party deans were also invited to attend the conference. 86 colleges and universities including Peking University, Tsinghua University, Wuhan University, Huazhong University of Science and Technology, and our democratic parties and mass organization sent congratulatory letters and telegrams to the conference.
Zhu Baojiang was appointed by the leading Party group of the Ministry of Education to congratulate the convening of the conference. He said that since the 12th National Congress of CPC, China University of Geosciences (Wuhan) has thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implemented the Party’s education policy, firmly established the socialist school running direction, given full play to the role of the Party Committee as the core of leadership and political core, and earnestly assumed the responsibility of governing the Party and running school, united and led the faculty and students, anchored on the goal of constructing a world-class university in the field of earth sciences, comprehensively deepened the comprehensive reforms, and pushed forward the Party building and development of the University to constantly open up new horizons, and made significant contributions to the economic and social development of the country, industry, and local areas. He hoped that the new Party Committee of the university would hold high the banner of Xi Jinping thought on socialism with Chinese characteristics for a new era, study and implement the spirit of the 20th National Congress of CPC, deeply comprehend the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, become more conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership, stay confident in the path, theory, system, and culture of socialism with Chinese characteristics, uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and upheld the Central Committee’s authority and its centralized, unified leadership, continue to strengthen the armament of innovative theories, strengthen the overall leadership of the Party over the university, keep the socialist school running direction, implement the fundamental task of fostering virtue through education, solidly promote the “double first-class” construction, constantly create a new situation in the Party building and career development of the university, and make new and greater contributions to building a strong power in education and promoting the great rejuvenation of the Chinese nation with Chinese modernization in all respects.
Wang Faru, on behalf of the Organization Department of the Hubei Provincial Committee of the Communist Party of China, congratulated on the convening of the conference. He said that the Party Committee of China University of Geosciences (Wuhan), under the correct leadership of the leading Party Group of the Ministry of Education and the Provincial Party Committee, holds high the great banner of socialism with Chinese characteristics, follows the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and has made outstanding achievements in party building, talent cultivation, scientific research, social services, cultural heritage and innovation, and international exchanges and cooperation, and made outstanding contributions to the strategy of a strong power in education and the high-quality development of Hubei. He hoped that the new party committee of China University of Geosciences (Wuhan) would adhere to and strengthen the Party’s overall leadership, continuously improve the level of school running and governance, adhere to the connotative and high-quality development, solidly push forward the “double first-class” construction, adhere to the “four oriented”, and work hard to resonate with Hubei to create a new situation of the university’s career development, and to make a great contribution to the economic and social development of Hubei.
Zhang Xingping delivered a speech on behalf of the Education Working Committee of the Hubei Provincial Party Committee and the Leading Party Group of Hubei Provincial Department of Education. He said that since the twelfth party congress, the Party Committee of China University of Geosciences (Wuhan), have achieved remarkable achievements in various undertakings, while deeply integrating into the local development and providing strong intellectual, talent and innovative support for the high-quality economic and social development of Hubei. He hoped that the new leadership team would adhere to the leadership of party building over all the work of the university, promote the high-quality development with high-quality party building , adhere to the fundamental task of cultivating virtue, cultivate new people of the times who will take up the important responsibility of national rejuvenation, adhere to high-quality innovation and development, accelerate the construction of the internationally renowned research university, continue to base itself on and take root in Hubei, actively meet the needs of the local major strategies and the construction of major platforms, and help Hubei “build a pioneer area for the construction of a new development pattern” and Wuhan “build a national scientific and technological innovation highland”.
Huang Xiaomei’s report included four parts: “overcoming difficulties and forging ahead, the University has achieved new development in the past five years”, “forge ahead and bear the glorious mission of a new era and a new journey”, “forge ahead with enterprise and resolve to create a new situation for the construction of research university”, and “work in solidarity and comprehensively strengthen the party’s leadership and party building”. The report reviewed and summarized the main work, achievements and experience since the 12th Party Congress of the University, analyzed the opportunities and challenges faced by the reform and development of the cause of the University in the new period and new stage, and defined the key tasks of accelerating the construction of an internationally renowned research university in the field of geosciences.
The report summarized the development ideas and educational experience of the University since the 12th Party Congress in six aspects: upholding the comprehensive leadership of the Party, adhering to cultivating virtue, adhering to serving the country, adhering to reform and innovation, adhering to people-oriented, and adhering to the pursuit of excellence. The report pointed out that since the 12th Party Congress, the Party Committee of the university has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely implemented the decisions and deployments of the Party Central Committee, the Leading Party Group of the Ministry of Education and the Hubei Provincial Party Committee, scientifically coordinated the prevention and control of the epidemic and the development of the cause, and led the Party organizations at all levels of the university and all members of the Party to unite and rely on the vast number of teachers and students, as well as the domestic and foreign alumni, and successfully accomplished the major tasks determined by the 12th Party Congress, the university’s comprehensive strength, core competitiveness and social influence have been significantly enhanced, and the construction of a internationally renowned research university in the field of geosciences has made new progress.
The report pointed out that the 20th National Congress of CPC and General Secretary Xi Jinping’s reply to the geologists have given the cause of science and education a new and heavier responsibility of the times, geological work a new and higher historical status, and CUG a new and more noble mission of honor: adhere to educating people for the Party and the country, always be united with the Party, advance with the country, and walk with the people, and cultivate new generations who bear the responsibility of national rejuvenation; serve the construction of a beautiful China and a habitable earth, and help promote the construction of a “human and natural life community” and a “community with a shared future for mankind”; be committed to innovation and the pursuit of excellence, to create a highland of talent and innovation in the field of earth sciences, and to lead and promote the innovation in geosciences education and research paradigm; break new ground and create a first-class university, rooted in the land of China, follow the laws of education, and explore a new path of creating a world-class university with Chinese characteristics.
The report emphasized that from now to 2030, it is a critical period to accelerate the construction of internationally renowned research university in the field of geosciences, and it is necessary to adhere to a higher level of openness, a deeper level of reform and a higher quality of innovation, to increase vitality through openness, to break problems through reform and to promote development through innovation, so as to strive for the creation of a new situation for the construction of research university, which is based on the fundamental principle of cultivating virtue and talents, with the “double first-class” construction as the drive, with the strategic needs as the guidance, with the “master and good teacher” as the benchmark, with exchanges and cooperation as the link, with modern technology as the support, and with the deepening of reforms as the impetus.
The report pointed out that in the next five years, the university should anchor its medium- and long-term strategic goals, show new responsibilities and make new contributions in building a strong power in education and serving Chinese modernization, and accelerate the construction of an internationally renowned research university in the field of geosciences. The report emphasized that adhering to and strengthening the overall leadership of the Party is the fundamental guarantee for running a good socialist university with Chinese characteristics, and that it is necessary to strengthen the overall leadership of the Party over the University, deeply implement the project of casting souls of newcomers of the times, forge high-quality and professional cadres, consolidate and strengthen the grass-roots battles, and unswervingly push forward the comprehensive and strict governance of the Party in five aspects, continuously improve the quality of Party building and organization, deepen the creation of the national model university for Party building, and promote the university to become a strong position for party building to lead the reform and development, and to take up the task of building a strong power in education.
The report concluded by pointing out that we have thrived due to our unwavering commitment to the fundamental task of cultivating virtue and talent, and we are thriving due to constantly keeping up with the times and cultivating new talents of the times. We should unite more closely around the CPC Central Committee with Comrade Xi Jinping at the core, accelerate the construction of an internationally renowned research university in the field of earth sciences with a higher level of opening up, a deeper level of reform, and a higher quality of innovation, and make new and greater contributions to the accelerated construction of a strong power in education, the comprehensive construction of a modern socialist country, and the comprehensive advancement of the great rejuvenation of the Chinese nation.
At the Congress, the 12th Discipline Inspection Committee of CPC China University of Geosciences (Wuhan) made a written work report to the 13th Party Congress. At the same time, the report on the collection, management and utilization of party fees was submitted in written form for the consideration of the Congress.
